Dr. Farrell has been the Principal of the Caribbean Institute of Meteorology (CIMH) since 1 May 2006. Over the last 17 years, he has guided the CIMH through a period of expansion of its core training, research and application programmes to include online continuing professional development, the WMO designed Regional Climate Centre for the Caribbean, the Caribbean Centre for Climate and Environmental Simulations, the Pan American Node WMO Sand and Dust Storm Warning Advisory and Assessment System (SDS-WAS) and a Regional Marine Forecast Support Centre. The development of these new capabilities, when coupled with the expanded pre-existing capabilities of the CIMH, is allowing it to support the advancement of science and evidence-based planning and decision-making across the Caribbean. Dr. Farrell has over 30 years of academic and professional experience working on a range of water resources management, environmental and geological hazard and risk assessment projects in the USA, Canada and the Caribbean.

Dr. Farrell has both a Ph.D. (1997) and an M.Sc. (1993) in Hydrogeology from the University of Manitoba, Canada and received a B.Sc. (Hons.) in Geophysics from the University of Western Ontario, Canada in 1989.
